Bizkaia has the most transparent Provincial Council in the Spanish State
The Provincial Council of Bizkaia heads the Transparency Index of Provincial Councils INDIP 2015 together with the councils of Huelva, Palencia, Tarragona and Valladolid and has scored 100 out of 100 possible points.
The INDIP is produced by Transparency International Spain to measure, through 80 indicators, the level of transparency of 45 councils in the State, including the councils of the Basque Country, the Balearic Islands and the Canary Islands.
The Provincial Council of Bizkaia heads the Transparency Index of Provincial Councils INDIP 2015, as it has scored 100 out of 100 possible points; this position is shared with the councils of Huelva, Palencia, Tarragona and Valladolid, which have scored the same number of points.
The Provincial Council of Bizkaia has achieved the top rating in the six parameters analyzed by the index, to be precise, information regarding the council itself; relations with citizens and society; economic-financial transparency; service procurement; services and support to municipalities; and Transparency Law indicators.
This is the third time that this INDIP index has been published. It is produced by Transparency International Spain to measure, through 80 indicators, the level of transparency of 45 councils in the State, including the councils of the Basque Country, the Balearic Islands and the Canary Islands. The Provincial Council of Bizkaia has been improving its rating year on year and achieved the top rating of 100 points in 2015.
In this regard, the average that year was 81.7 out of 100 points, whereas in 2013 the average rating of the councils had been 69.6 out of 100.
The organization has also viewed positively the creation of a specific transparency portal within the websites of most of the councils, including the council of Bizkaia, with its portal Bizkaia Gardena. Thus, whereas in the previous edition 9 councils did not reach the passing mark, in the 2015 index only 3 failed the test.
